Supervisory Biomedical Engineer (Clinical)

The GS-14 Supervisory Biomedical Engineer (Clinical) serves as the VISN Chief Biomedical Engineer at the VISN office located in Eagan, Minnesota. THE VISN Chief Biomedical Engineer may have a number of subordinate Biomedical Engineering project managers, program managers, analysts and other personnel. The VISN Chief Biomedical Engineer is responsible for professional oversight of and direction to facility Biomedical Engineering programs through matrixed reporting lines. Those programs are technically sophisticated and service-oriented. The position requires substantial experience managing medical technology and Biomedical Engineering programs. The position requires broad scientific, technical, and clinical knowledge as well as highly specialized across the full range of medical technologies that bridges the gap between clinical, engineering, and other disciplines such as Information Technology, Information Security, Informatics, and Facilities Engineering. He/she ensure performance of the various facility Biomedical Engineering programs in accordance with Key Performance Indicators and other measures, particularly in the areas of strategic planning, pre-purchase assessment, acquisition support, project management, implementation coordination, equipment management, patient safety as it related to medical technology, risk assessment/security configuration for medical equipment/healthcare technology as well as clinical customer satisfaction. He/she is a professional consultant and advisor on healthcare technology matters to network executive management, network program officers, executive management at all medical centers, clinical service lines, and facility department directors. Major duties include, but are not limited to:
Serves as senior technical expert and advisor on healthcare technology projects such as Radiology PACS, MUSE etc. and oversees the project support provided by biomedical staff across the network. Advises the VISN Capital Asset Manager and senior VISN 23 leadership in the area of healthcare technology ensuring the synchronization of equipment procurement with construction schedules. Collaborates actively and extensively with clinical Integrated Care Communities and network officers such as the CLO, CMO, CIO and CFO to optimize adoption of emerging technologies, effectiveness of system acquisition deployment and support. Assures the continuous operation of medical technology and equipment essential to patient services and rapid response to condition that may interfere with such service. Reviews all requests for major medical equipment systems within the VISN to assure they meet economic and programmatic requirements established by VA and good clinical practice and coordinates VISN requests for major medical equipment systems to assure they meet VISN economic and programmatic requirements. Works collaboratively with the Contracting staff to develop best practice models in procurement that best meets clinical needs on balance with competitive processes and value considerations. Implements guidance on the provision of a continuing education program for professional staff addressing the principles and application of medical instrumentation used in the delivery of healthcare. Serves as the VISN POC for recalls and safety alerts requiring centralized coordination. Analyzes recall and safety alert programs for multiple medical centers and conducts medical equipment investigations for the VISN as requested by VISN management. Consults on construction projects, information technology projects, space functional changes, and associated planning with respect to medical technologies and their related clinical areas (OR, ICU, PACU, etc.). Oversees financial management of VISN-wide healthcare technology management program including budget forecasting, expenditure monitoring and maintenance cost analysis. Work Schedule:

Experience:
(A)Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include:
Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR, (B)Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above. English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, VA handbook 5005 Part II Appendix G38. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). VISN / National experience; Certified Clinical Engineer (CCE) Grade Determinations:
Experience. Completion of at least one year of experience equivalent to the next lower level, and must fully meet the KSAs at that level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the biomedical engineer (clinical) must demonstrate all of the following KSAs:
i. Ability to manage overall department resources, i.e., finance, space, equipment, supplies, and staffing at a highly complex medical center or at the VISN level. ii. Ability to develop local or VISN policies and/or draft directives related to healthcare technology management. iii. Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing organizational problems, and developing and implementing effective solutions. iv. Ability to analyze complex organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. v. Skill in interpersonal relationships leading and dealing with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.
