) Description of Project The Minnesota Department of Information Technology Services (MNIT) provides information technology for all consolidated executive branch agencies.
MNIT is partnering with Minnesota Management and Budget (MMB) to contract for the development of a ground-up website for the newly created Department of Children, Youth, and Families (DCYF).
At a high level, the vendor will build a website in Drupal, adhering to all State of Minnesota branding and accessibility standards, which is ready to launch in a transitional phase on July 1, 2024, with all content transferred by July 1, 2025.
The State currently anticipates hosting the website on an Acquia platform (this platform purchase will be done separately by the State and is not contemplated as part of this solicitation).
Background:
During the 2023 legislative session, the State of Minnesota created the Department of Children, Youth, and Families (DCYF), a new state agency involving program transfers from four state agencies:
the Departments of Education (MDE), Health (MDH), Human Services (DHS), and Public Safety (DPS).
The Implementation Office housed at Minnesota Management and Budget (MMB) is managing the transition process, with programs planned to transfer to the new agency between July 1, 2024, and July 1, 2025.
The vision for DCYF is a clear front door for families, and this extends to the website a user-friendly, audience-centered digital experience for children, youth, and families in need of services and resources.
With programs and associated content transferring from at least four separate websites, establishing a distinctive DCYF digital presence and investing in search engine optimization strategies to prevent user misdirection is critical to this project.
Deliverables/
Responsibilities:
Deliverable #1 - Plan Consult with DCYF Implementation Office staff to identify website needs and structure.
Create a website design that utilizes DCYF branding and logos aligned with State of Minnesota branding standards.
Create a project plan for completing deliverables and achieving milestones.
Create an information architecture.
Create Test plans (Unit, Regression and Performance).
Deliverable #2 - Build Build a website that is beautiful, intuitive to navigate, uses a human-centric design, and prioritizes user experience.
In collaboration with communications group, assist in the development and upload of content from existing websites and content management systems onto the new website's content management platform.
Utilize an agile approach on moving code across platforms (I.
e.
Dev, Test, Stage) Ensure compliance to Minnesota Security standards.
Deliverable #3 - Test Ensure the DCYF website meets accessibility and plain language standards.
Deliverable #4 - Launch Provide responsive support on launch day for a seamless user experience and no service disruption.
Provide warranty on code for a period of 6 months after production deployment.
Support the transition of content for programs planned to transfer and launch on July 1, 2024.
Deliverable #5 - Support Train State of Minnesota technical and non-technical DCYF employees to maintain and modify a Drupal website.
Transfer long-term website management to DCYF and its potential hosting partner Acquia.
May include post launch ongoing guidance for the transition of content after initial launch to prevent service disruption.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
