Saint Paul, MN (Attend monthly stakeholder meetings to support Cybersecurity initiative (2 hrs each month).
Work Plan/Proposal Content:
Responders must provide a detailed work plan, which must identify how they plan to achieve the deliverables requested, listing tasks and how they will be accomplished.
The work plan should include:
Statement of Understanding Responders should provide a statement of the objectives, goals, and tasks to show or demonstrate the Responder's view and understanding of the nature of the project.
The names and positions of key individuals who will work on the project.
Their resumes should be included.
Deliverables:
Develop a new and simpler methodology for collecting data from PSAPs in order to produce a cyber-readiness report.
The methodology will be used for ongoing cyber-hygiene compliance checks.
Methodology must be approved by ECN.
Vendor will provide ECN with additional recommendations for on-going cyber-hygiene.
Develop a guide focused on cybersecurity for Minnesota PSAPs.
Create an executive summary and be prepared to present to leadership.
Create a formal, statewide PSAP Cybersecurity Standard.

Create four model cybersecurity policy templates for the four different PSAP organizational models:
PSAPs operated by a sheriff or police department, PSAPs operated by Joint Powers Authorities, PSAPs operated by tribes, and privately-owned EMS providers operating secondary PSAPs.
Support coordination and outreach to Minnesota PSAP stakeholders and MNCITLA.
Using the methodology, the contractor will conduct cyber-readiness assessments for PSAPs that did not participate in the initial assessment effort (up to 36 agencies) and provide a written report for each agency.
Possible travel to each of the 36 PSAPs should be factored in.
Tasks:
Schedule and coordinate meetings with PSAPs and ECN personnel, as needed.
Provide a weekly written summary of activities and progress to ECN.
Attend monthly stakeholder meetings to support Cybersecurity initiative (2 hrs each month).
Qualifications:
Vendor with experience working with Minnesota County IT departments Vendor has worked with 911 stakeholders on IT related projects Vendor has government experience Key individuals assigned to this project have experience with security assessments Key individuals have at least one security certification such as CISSP, CISA or CISM Recommended Skills Computer Security Linux Infrastructure Vulnerability Network Security Wireshark Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
