As a member of the State Medical Review Team (SMRT), the Disability Analyst is responsible for understanding, communicating and upholding the law with expertise in all aspects of establishing a determination of disability and assessing level of care, following the rules of title XVI and title XIX of the Social Security Act and pertinent rules and policies of the Social Security Administration for the State of Minnesota's Medical Assistance ABD, MA-EPD, TEFRA, Managed Care Exclusion, Family Support Grant, Special Needs Basic Care (SNBC), and MA-Home and Community Based Waivers (HCBS) BI, CAC,CADI, DD.
SMRT Disability Analysts work closely with clients, medical providers, counties, schools, employers and others to gather evidence, ensuring disability decisions are precise under the law.
Disability Analysts must ensure each decision (certified and denied) contains a comprehensive written case rationale, documenting complex and technical information for each disability claim.
Principal Responsibilities include:
Collect and conduct a thorough and detailed analysis and interpretation of medical, functional, and vocational evidence to certify or deny disability at the initial or continuing disability level in accordance with the Social Security Act and state and federal law.
Conduct an analysis to determine if a child requires the same level of care in their home that would be provided by a hospital, nursing facility, or intermediate care facility for persons with developmental disabilities ICF-DD in accordance with Minnesota Statute and Rule.
Prepare detailed written case rationales, documenting complex and technical information for each disability claim.
Disability Analysts must outline the theory of disability, Residual Functional Capacity (RFC) and supportive evidence for the each case decision (certified and denied), following Social Security's 5-Step Sequential evaluation process.
Summarize and record the rationale used to decide why the client did or did not meet the Level of Care criteria including all of the functional limitations.
Follow the Standard Work Process and consistently meet related performance standards.
Communicate effectively both verbally and in writing with internal and external agency and county staff, medical professionals, and appeals staff to coordinate a timely decision or subsequent appeal.
Lead ongoing quarterly SMRT Peer Development meetings, contribute in all SMRT Policy meetings, and attend and contribute in all HCEA all-staff meetings.
Qualifications Minimum Qualifications Two (2) years professional experience researching, analyzing, and applying complex policies or laws in one or more of the following areas:
Social Security Disability law Medical Assistance and related programs Preferred Qualifications Eligible for Direct Payment Non-Attorneys (EDPNAs) or Social Security Disability Law Attorney.
Strong understanding of the 14 body systems identified in the Social Security medical listings and the intricate details (severity, clinical findings, laboratory tests etc.
) to each specific impairment for both adults and children.
Extensive knowledge, understanding and experience in the application of Social Security Disability law, including expert understanding of the Code of Federal Regulations, Title 20 Chapter III along with associated knowledge and understanding of the Program Operating Manual (POMS)- Social Security, sufficient to issue accurate and timely disability determinations in accordance with law and agency policies and procedures.
Excellent time management, prioritizing, problem solving, organizational, analytical skills and ability to work well under pressure.
Ability to coordinate multiple cases with similar and/or competing deadlines.
The aptitude to build effective relationships and collaborate with clientele including internally at DHS, other State of Minnesota state agencies, County Workers, County Social Services, County Mental Health Case Managers, Medical Providers nation-wide, Employment Services providers, client advocacy groups, and program recipients:
family members and employers.
Variety of experiences working effectively with others from different backgrounds and cultures.
