Job Summary As the Policy Center Analyst you will provide expert support, consultation, uniform/written guidelines and problem resolution in the administration and interpretation of complex program policies.
The program policies are for cash assistance programs (MFIP - Minnesota Family Investment Program and DWP - Diversionary Work Program), the Supplemental Nutrition Assistance Program (SNAP formerly known as Food Support or Food Stamp Program), and the employment and training component of these programs along with any emergency or expedited programs that accompany them and are administered by Children and Family Services.
The initial focus of this position will be to support the implementation of the 2023 legislative changes to the MFIP and DWP programs.
The support you will provide includes consultation with other divisions and businesses that affect cash and SNAP such as child support, child care, Housing Support, social security and health care.
You will work with all 87 county human service agencies, Tribal agencies, and other DHS management and staff, so that federal regulations, State statutes and rules and DHS procedures and policies are applied accurately and consistently resulting in the assurance that requests from applicants and recipients of these programs are approved and benefits issued timely and effectively.

Responsibilities:
Research questions/issues which affect case outcomes including case approval, issuance, recoveries, county/state residency, appeals, data practices, legal implications and liability and assimilation of policy into the MAXIS system Maintain updated knowledge of proposed program and policy changes which will impact the county/tribal financial workers ability to understand how to administer the programs.
Prepare or recommend communication to the counties/tribes which will reduce misunderstanding and confusion which may result from change.
Research, analyze, clarify and interpret federal regulations and correspondence, state statutes, rules, policies and procedures so that these programs are administered consistently and accurately statewide.
Coordinate and/or participate with work teams on a regular basis to analyze federal regulations and communications, new legislation, results of class action litigation and other documentation which may impact current program policies and procedures.
Develop language to implement known changes or to propose recommendations on changes requiring senior management or legislative authority.
Qualifications Minimum Qualifications Three (3) years professional experience in human services program administration specifically related to:
Cash Assistance (MFIP - Minnesota Family Investment Program and DWP - Diversionary Work Program), Supplemental Nutrition Assistance Program (SNAP) and/or Emergency or expedited programs that accompany cash or SNAP Experience must demonstrate:
Experience with Human Services eligibility and data systems, and quality control Knowledge of policy development and recommendations Experience with Policy administration and training Working knowledge of the MAXIS system A Bachelor's Degree or higher in Public Policy/Administration, Human/Social Services, or related field of study may substitute for 1 year of experience OR A Master's Degree or higher in Public Policy/Administration, Human/Social Services, or related field of study may substitute for 2 year of experience Preferred Qualifications Variety of experiences working effectively with others from different backgrounds and cultures Strong comprehension of SNAP and cash policies, other assistance programs guidelines, the code of Federal Regulations, Minnesota Statutes and Rules and other functions that bear on SNAP and cash policy analysis and implementation A working knowledge of the following Social Security benefits; Retirement, Survivors, and Disability Insurance (RSDI) and Supplemental Security Income (SSI) Additional Requirements To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
