Join our team at an exciting time as we work to infuse innovation, customer service and business partnership into the Human Resource Management division's day-to-day work supporting the Department of Health's staffing function.
In this role, you'll provide professional human resource partnership, facilitating the vacancy filling process from job allocation, recruitment, and selection, through the pre-onboarding stage of hiring, for a designated account assignment within the agency.

Job duties include but are not limited to:
Deliver Human Resources Staffing support professionally and efficiently, working from a place of customer service, providing solutions, and prioritizing equity Act as an agency expert in the vacancy-filling process to ensure that state jobs are legally filled with qualified candidates using job-related selection process, which is consistently administered Provide staffing services to the agency by working in partnership with agency HR staff, Minnesota Management and Budget, and other agency divisions/work units to classify and fill jobs Develop and maintain foundational relationships with contacts in labor unions, management, community organizations, diversity organizations, schools/higher education institutions, and other groups Participate in external recruiting initiatives to market MDH as an employer of choice in public health.

This position is telework eligible for applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota.
Position locations will be determined by the top candidates and will be based out of a Minnesota Department of Health (MDH) district office location.
Qualifications Minimum Qualifications Two (2) years of Human Resources Staffing experience that includes three or more of the following:
Job analysis/Classification External recruitment activities such as:
virtual or in person recruiting events, candidate sourcing, pipelining, interviewing, and candidate engagement Developing and recommending job posting content, and assessment and selection criteria Screening candidate resumes for position qualification Analyzing and recommending compensation Advising management through administration of the vacancy filling process Education may substitute for experience through a degree in Human Resources or a related field:
6 months for an associates degree, 1 year for a bachelors degree and 18 months for a masters degree.
Qualifications, knowledge, skills and abilities to be further assessed during the interview process:
Analysis and problem-solving skills sufficient to evaluate information, research HR issues, recognize problems, identify options/solutions, and make sound decisions and recommendations Effective interpersonal and communication skills to build collaborative working relationships in a diverse and inclusive environment Ability to manage, prioritize, and coordinate multiple tasks in a fast-paced and deadline driven office environment Customer service and solution focused approach to HR management partnership Willingness and ability to expand and refine job audit and classification expertise Preferred Qualifications Experience with full life cycle recruitment Experience interpreting current employment laws, regulations, and policies related to job classification, recruitment, selection, hiring, promotion, and/or retention Experience developing assessment and selection criteria, including minimum/preferred qualifications and structured interview questions, and scored anchors Experience conducting public sector job analysis and making job classification determinations Experience with an Applicant Tracking System and Human Resource Information System (HRIS) Experience working in a collective bargaining unit environment Additional Requirements This position requires successful completion of a background check and employment reference check.
