Job Summary This position works in the Department of Employment and Economic Development's (DEED) Unemployment Insurance (UI) Division.

The purpose of the Legal Analyst position is to assist the unemployment law judges in order to serve the customers faster.
The position is responsible for reviewing and evaluating legislative activity; settlements and contracts; and preparingcase documentation, findings, appeal responses, and other documents.
The Legal Analyst works closely and under limited supervision with compensation attorneys, working as unemployment law judges, to prepare order opinion drafts, initial case review, and file setup.
The Legal Analyst must be able to exercise his or her own legal judgment (after training) in order to prepare opinions, memorandum, and research for the judge, with little supervision.
The Legal Analyst also develops and implements complex case management and assists with the ongoing development and implementation of legal affairs and appeals case management processes.
The Legal Analyst also works with the unemployment law judges to assist them administratively in scheduling, contacting parties, initial case review, evidence gathering, and file setup.
The Legal Analyst is responsible for completing other special projects as assigned, including, but not limited to working with other areas of UI to collect exhibits, assisting with Court of Appeals cases, and other duties as assigned.
This position is expected to last one (1) year.

Qualifications Minimum Qualifications Bachelor's Degree in Political Science, Philosophy,Public Policy, Business, Communications,or other closely related field as determined by the agency AND one (1) year or more of professional experience working in a position that emphasizes collecting and organizing facts or data, analyzing records, and producing legal, technical, or contract documents.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience in performing legal research using tools like Westlaw and Lexis-Nexis.
Experience in following Data Privacy laws and handling sensitive data.
Skill in legal writing sufficient to follow a template, draft legally sufficient documents, and use proper spelling, grammar, and punctuation.
Organization skills to manage workload, competing priorities, and still meet strict deadlines.
Organization skills to manage, track, and report data using software such as Microsoft Office Suite including Outlook, Word, and Excel.
Experience analyzing and resolving complex problems.
Preferred Qualifications Experience working in a government setting (city, county, or state employment).
Degree or certificate in Paralegal studies.
Experience electronically filing court documents using the Minnesota Court of Appeals' filing system, E-MACS.
Fluency in another language, especially Spanish, Hmong, Somali, Khmer, Russian, Lao, Vietnamese, or Karen.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
