$52,722-$77,298/annually The HR Business Partner serves as a subject matter expert to managers, supervisors and employees in a wide range of human resource management areas and ensures compliance with collective bargaining agreements, enterprise wide policies and state and federal laws.
This position provides professional consulting and analysis for a range of HR services and provides consultation in the areas of employee recruiting, employee and labor relations, classification and compensation and performance management.
The position partners with managers and administrators throughout the agency to ensure organizational effectiveness through proper alignment of staffing, processes, structure and culture.
This position partners with department and work area leaders to assess and monitor DPS' progress towards attaining agency and enterprise wide strategic goals and objectives.
Qualifications Minimum Qualifications HR SPECIALIST 1 Two years paraprofessional human resources (HR) experience OR Bachelor's degree in HR or related field and six months of paraprofessional HR experience.
Experience to include all of the following:
Reading comprehension ability sufficient to understand, correctly apply/interpret and explain a variety of written materials (e.
g.
, personnel laws, rules and administrative procedure; labor contract/plan provisions, personnel policy/procedure, insurance/benefit information; etc.
), answer questions and provide guidance to managers/supervisors and employees and ensure compliance with same; Analytical/critical-thinking and decision-making (judgment) sufficient to analyze/evaluate information, identify concerns/issues/problems and make sound decisions/recommendations (e.

, to classify positions, and evaluate and develop/recommend recruitment and selection processes and criteria); Problem-solving ability sufficient to recognize and define problems, identify causes, develop and evaluate alternatives and choose/recommend the most effective solution/action (e.

HR SPECIALIST 2 Two (2) years of professional level human resources experience.
A Bachelor's or Master's degree in Human Resources, Industrial Relations, Organizational Development or a closely related field substitutes for one year of professional experience.
Professional experience should include the following:
Experience using Recruiting Solutions, Sema4, or a similar HRIS system Knowledge of applicable State and Federal employment law sufficient to ensure compliance and provide interpretation (e.
g.
ADA, EEO/AA, FMLA, FLSA, UI, and MN Data Practices for personnel records) Analytical skills sufficient to evaluate complex information, perform research, conduct and document job analyses and make job classification recommendations Human relations skills, discretion, understanding and adherence to confidentiality sufficient to establish and maintain effective working relationships with employees, management, staff in other state agencies and the public and deliver/explain adverse decisions Analysis and problem-solving skills sufficient to evaluate information, research HR issues, recognize problems, identify options/solutions, and make sound decisions and recommendations Provide consultation to managers and supervisors regarding alternative selection mechanisms based on collective bargaining agreements and HR procedures, rules, and statutes Computer skills including experience with word processing and spreadsheets (preferably Microsoft Word and Excel) sufficient to compose letters, e-mails, write reports as well as enter and manipulate data Ability to work cooperatively with individuals from diverse backgrounds Preferred Qualifications HR Specialist 1 Bachelor's degree in Human Resources or a related field Knowledge of the State of Minnesota job classification system and processes Job audit, job classification, or job analysis experience Knowledge and experience with SEMA4 and/or Recruiting Solutions, or other HRIS/Recruitment software Knowledge of federal, state employment and labor law (eg.
