Job Summary The Minnesota Department of Health's (MDH) Emergency Preparedness and Response Division is looking for a Medical Countermeasures Planner to help build and maintain a strong public health emergency preparedness and response program across the state.
Working as part of a team, this position provides planning and guidance to support implementation of medical countermeasures (MCM) planning.
The incumbent will also work with public health departments, health care providers, emergency managers, pharmacists, security, transportation and warehouse resources, and other community partners to create, implement, and exercise a plan to assure that a 24/7/365 capability to receive, deploy and distribute materials from the Strategic National Stockpile (SNS).
The position also provides support, direction and/or leadership for emergency preparedness projects in support of the Public Health Emergency Preparedness (PHEP) Section.
Qualifications Minimum Qualifications Three (3) years of advanced professional experience in emergency preparedness or emergency management in a role(s) that must demonstrate all of the following:
Planning, implementing, training, and conducting emergency preparedness and/or emergency management activities Working independently on complex and difficult assignments requiring considerable knowledge and application of federal, state, and/or department regulations and policies without review of actions taken Experience in or knowledge of medical countermeasures Related Doctorate degree may substitute for two years of experience; Master's degree may substitute for 18 months of experience; Bachelor's degree may substitute for one year of experience.
Preferred Qualifications Homeland Security Evaluation and Exercises Program (HSEEP) Certification and/or Master Exercise Practitioner Certification Project management training and experience Skills in critical analysis, problem-solving, priority setting, conflict-management, and group facilitation Physical Requirements Requires occasional lifting and carrying up to 25 pounds.
Job may also require significant standing or walking to perform job duties.

This employment does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
