This posting is used to fill multiple vacancies.
This position exists to apply auditing, licensed child care, accounting, investigation and/or criminal justice system experience to proactively audit for compliance and investigate alleged or suspected financial misconduct and errors related to grant payments and child care stabilization funding.
The employee will function independently and as a member of a financial or investigation team, in training, developing, and implementing strategies toward fraud prevention and detection, comprehensive investigations, and the development of cases that may involve civil, monetary, or criminal case actions.
In addition, the employee will plan, develop, and implement strategies that are designed to minimize the opportunities for abuse.
The position requires the employee to independently conduct audits and investigate and/or assist other investigative staff to initiate, develop, and resolve cases which may lead to administrative actions, sanctions, referrals for criminal action, and/or monetary recoveries of county, state and federal child care assistance funds erroneously or fraudulently received by child care providers.
These functions are the major responsibilities of this position.
Qualifications Minimum Qualifications Three (3) years professional experience using investigative techniques and problem resolution skills in order to manage the audit or investigation and resolution of cases within limitations set by regulations, law and policy.
Experience must demonstrate the following:
Develop investigative strategies and develop a comprehensive Investigation Plan Format, analyze and/or prepare reports containing narrative and numeric data Experience planning and conducting audits/reviews Preferred Qualifications Understand and the ability to apply the techniques used in the detection of errors related to payments issued by the Child Care Assistance Program and financial misconduct by providers Communicate effectively with persons involved in cases, minimizing conflict and de-escalating conflict should it arise Experience testifying in or supporting administrative hearings, depositions, or the criminal prosecution process Write legal and technical documents, i.

, Notices of Agency Action, correspondence, policies, procedures and statistical/fiscal information.
