Job Summary This position will provide human resources support to the Human Resources Supervisor 2 and the staffing professionals in the Human Resources Division in support of the Department of Administration and SmART agencies.
This includes entering, compiling, and reporting relevant human resources transactions; creating, compiling and providing requested reports to the Human Resources office; and providing back-up support to the Human Resources Specialist 1 and Office and Administrative Assistant.
Qualifications Minimum Qualifications To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
One (1) year of experience performing paraprofessional, clerical or technical duties in a human resource setting.
OR An Associate's or higher degree in Human Resources from an accredited institution.
Customer service skills sufficient to develop and maintain effective working relationships and work collaboratively with colleagues and internal and external customers.
Computer software skills such as word processing, spreadsheets, and database management sufficient to develop, maintain, and retrieve concise documentation and reporting.
Analytical and research skills sufficient to interpret and apply bargaining agreements and plans and personnel laws and rules to resolve problems and answer questions in general HR matters.
Good oral and written communication skills.
Excellent human relation and interpersonal skills sufficient to respond effectively to difficult and stressful situations.
Good organizational, prioritization and time management skills sufficient to independently initiate and complete a variety of tasks.
Ability to maintain confidentiality and handle sensitive information.
Ability to read, understand, and apply state and federal employment laws, Minnesota Statutes, personnel rules and regulations, policies, procedures, and State of Minnesota bargaining agreements.
Strong attention to detail.
Preferred Qualifications Experience and skills in using SEMA4 or similar personnel management system sufficient to review employee and position information, pull standard reports, and accurately enter transactions.
Experience creating and running OBIEE reports.
Experience with processing payroll.
Knowledge of Family and Medical Leave Act and Fair Labor Standards Act.
Knowledge of benefits administration in accordance with applicable state and federal laws.
