Job Summary This posting will be used to hire up to three (3) Applications Developers.
Have an interest in positively impacting millions of people through elections, voting, and voter registration systems? The Office of the Minnesota Secretary of State is looking three talented back-end developers to join the Elections Development team.
We want you to be a part of our team as we tackle new technologies, security vulnerabilities, and data sharing (Rest services, Web API's) as we evolve and modernize our core systems.
Join us and be a key team member with your back-end, data services, and security expertise.
Some of the core systems you will be working on are:
Statewide Voter Registration System (SVRS).
MNVotes (Online Voter Registration, Online Absentee Ballot Application, Online Application for Military & Overseas Voters, Am I Registered, Track My Ballot).
Polling Place Finder.
Election Reporting Admin System and Election Night Reporting.
Job duties include:
Work primarily in C#, JavaScript, and SQL Server.
Rapid Prototyping and the development for proof of concepts.
Collaborate with developers in conceptualizing and development of new or enhanced web applications that are suitable for a wide range of client/ browsers including tablets and other mobile devices.
Conduct research on emerging application development software products, languages, and standards in support of procurement and development efforts.
Perform software analysis, design, development, and testing in an agile/ SCRUM environment.
This position is currently eligible for full-time telework:
Telework for OSS allows employees to perform work from a remote telework location and an employee may be required to be in the office based on business needs and other dependencies in Saint Paul, Minnesota.
Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Qualifications Minimum Qualifications This position requires a minimum of four (4) years of technology experience as an Application Developer.
Experience must also include the following:
Experience in implementing and intergrating with one or more of the following:
REST, GraphOL, SOAP, WCF, GRPC, Web API.
Experience working with C# and the.
NET framework.
Experience with Git version control.
A Master's degree in Information Technology or a related field substitutes for eighteen months of experience, OR a related Bachelor's degree substitutes for one yearOR a related Associate's degree substitutes for six months.
Preferred Qualifications Experience developing, configuring, working with Entity Framework.
Experience with Microsoft Azure.
Experience working in an Agile (SCRUM) Development Process.
Experience with Microsoft SQL Server to include analyzing, troubleshooting, and designing SQL Server stored procedures, functions, and general database design concepts.
Writing and presentation skills sufficient to prepare and disseminate election-related materials.
